How many gods should I make in the book I'm working on

What do we think about this..
          The fates wanting to bring a new perspective to realm of Gods, decided to make their heirs all come from a mortal heritage. Which means that the heir cannot be full god. This sent the realm into an outrage, causing a rebellion. However they were all smitted by the fates. 
          A millennia later, the gods have created a system on how to choose the perfect heir, train all of them together, let them bond and then when they get to the final trial have them kill each other.
           The story follows our mc who just witnessed their best friend kill themselves so they could win, find their way though a school for young gods

Like hypothetically speaking, which villain has a better chance at redemption
          A. Their parents/guardians used to good, but weaponized them after their powers awakened
          Or
          B. From the moment they were born their parents/guardians intended to use them for their own gain

If I had a dollar when in anime a guy with the surname "Mori" SA'd a purple haired girl that is younger than him, giving her severe trauma and issues, I'd have 2 dollars. Which isn't much but it's weird that it happened twice
