I have an idea to start the story of A Sparda's Heir in Raccoon City, Naruto Izuku and Issei were sent to Raccoon City to see what the hell was happening in that place and the three went their separate ways to go work alone, Izuku meets Claire and Issei who went to the police station ends up meeting Leon and finally Naruto finds Jill fighting against Nemesis of his second form (remake), so we put the three separate paths with each a companion who was in that hell
