Omg okay my theory won’t post in the comments so
i think brooks had this envy that jackson got to be the one who made a name for himself working for THE president and he joined too because he was so fed up with his brother who abandoned his family somehow always being the topic of discussion. he gets to the palace, makes a name for himself, gets harry to notice him and trust him but it’s still not enough, no one who has ever had a taste for power is ever truly satisfied with a little of it and his brother is still in charge of him and still holds more influence and sway than he’ll ever hold. it’s mentioned how he wasn’t fond of jackson leaving for the palace specifically… which means he doesn’t favor the president and probably didn’t benefit much from harry being the president before he joined his team.
