Yeah, I feel like they just made Bellwether and Hans the villains at the last second because "we can't let it be a Disney movie is there is no villain". Sure, Ghetsis was revealed to be evil during the final moments of the main story, but it was done so well. As for Bellwether and Hans, there was nothing remotely suspicious about them that would make the viewers think about their true intentions.
Disney could have at least done something like hint that Hans hates Elsa and Bellwether dislikes predators and her position before she became mayor. Hell, Frozen and Zootopia didn't even need a villain. I can say the same thing with Pixar's Coco, but at least its twist villain, Ernesto De la Cruz, is a good one because he had already succeeded in his plan. He is just sitting there enjoying his fame and glory while Hector is in the background suffering until Miguel came in.
Anyhow, I wish they had a much more different villain. To me, they just copied Sun and Moon by having the "villainous" team not be the real villains and that there was another big bad behind the scenes. Also, I did not like the post game villains either (forgot their names like with the main story one). Their hairstyles are also one of the craziest ones I have ever seen on a human Pokémon character yet. I know I haven't seen a lot of the game yet, but still...ugh. I am really frustrated with these villains. I was REALLY hoping that we could have gotten some ones this generation!
