You can use Wattpad's cover maker. It has a few pictures and a few possibilities that are free to use. You can also use your own, or ask for help in the Multimedia Designs club. Some talented artists make them for fun, but they're almost always copyrighted in a way. On Wattpad, it doesn't matter as much since you're not making profit from it (Which is how it is in most cases) but to be absolutely certain, you'd need to do it yourself. :)
