There are actually numerous fanfics where Issei and Rias are betrayer, with the entire ORC members often acting out of character and becoming betrayers. One type of betrayal plot I've never seen before in DxD fan fiction is one where the villains, like Diodora, get betrayed instead of the main characters.
          But that said, Rias is often used as a betrayer in fanfiction because it aligns well with her character, and this is evident in her behavior and the words she uses when resurrecting Issei. Additionally, her appearance in the Vatican during Kiba's near-death moment, where Satan's sister shouldn't have been there, raises questions and how she recruited other members of her peerage out like Issei and Akeno also suspicious as hell. Another factor contributing to her reputation as a betrayer is that other characters in her peerage, like Issei, Kiba, Ect. are extremely loyal to her to the point of fault which making them less suitable as a betrayers compared to Rias.

@nattysafety also I'm well aware of the DXD LN and how Vastly different it is compared to the Anime, Also Her behavior Isn't that strange It's what the author wants in order for the story to move forward speculations about These and that Isn't a Goodthing for me.

@Black_Legion2024 Oh, I know that the anime version of the show ruins both Issei and Rias's characters hard. They added scenes that weren't in the light novel and made both of them look bad. The point is that when I mentioned stuff above, I was referring to what the majority of people think, not my own opinion. However, I do find Rias's behavior strange. She appears in places where her status and obligations wouldn't allow her to be. The timing of Issei's resurrection raises questions as well. While it's possible Rias was unaware of the Fallen Angels until they killed Issei, the fact is that these strange incidents all connect, making it look like Rias is cold-hearted and opportunistic. Unfortunately, most people have only watched the anime, so they think, 'Issei is just a pervy creep, while Rias is a manipulative b*tch. Let's bash them!
