Am I the only one confused by the new publishing a new story thing? Specifically the part where you have to check that it is all original content or that you've received permission from the author?

@VictoriaHughes7 I don't know what you mean. If you're talking about writing a fanfiction, then you don't need permission from the actual author. Just make sure you tell people that some of the characters, plot, names etc. belong to the original writer.
