𝙒𝙖𝙣𝙙𝙖 𝙈𝙖𝙭𝙞𝙢𝙤𝙛𝙛 was stolen from Russia and taken to a HYDRA base in the US. She was experimented on and gain telekinetic abilities along with many others. Wanda escaped HYDRA but her brother didn't and she was crushed. 

Wanda went on a killing spree killing everyone in the HYDRA base until she found her brother. Whenever she got to him he was dead with bullet wounds all over his body.
