Are there any tacit rule/expectations personifications understand between each other, and I mean between all, like strictly between them, again if so, what are they?
            A tacit rule is definitely not to bring up trauma as a weapon against each other, as they are all traumatized and that would invite attacks on them. I don’t know if I have many others well defined, but that is the main one.

@Sjjsjshehdhdhe How do you decide what names you give the personifications, their features, qualities, their impairments and abilities, etc.?
            Well, it really depends. Sometimes I will have a set character in my head and I will work from there, and some of them I have just given human names because I want them all to have one. Animal features are based on flags/seals, and all of them come from those. I don’t give animal features outside of that. By impairments, I am presuming you mean physical disabilities and mental illnesses, which again is more based on their history as I research it, as well as how I think a character is developing. I did not intend for America to have DID, but as I wrote him more, it ended up fitting him. Abilities are a bit harder, but I like looking at hobbies or things that are popular in the country and draw from there. In the end, it is a lot of research that I do with the intent of trying to create a realistic, accurate portrayal.
            
            What are the things personifications experience in your view that are ineffable to humans or too complex to not just empathize with, but sympathize? (emphasis on ineffable and too complex) Are there any conflicts between personifications and humans that have happened because of this contrast between understanding of experiences, if so, what are they? 
            I think that humans struggle to understand that at the end of the day, countryhumans are not human. They can act human and they can be human, but their thoughts and views are ruled by outside forces, and that in many ways makes their changing opinions seem unrealistic to humans. I suppose the only conflict really is that humans someones want their countryhuman to believe everything they do, and that’s just not always realistic.

@WeirdestArrow it's the sequel to another but I also can't remember the name of, HAC is about Russia taking over as the leader of a revolution the countrhumans were doing in the first book against their respective countries. the Soviet union and bad Germany are there, for some reason???
