I just thought of something so bear with me for a sec. If Santa supposedly comes down people's chimneys and managesvro go all over the world in one night it would make sense that he is a river. All the thingies and fireplaces are one big floor powder network and his sack has an infinite extension charm like Hermionie's bag.
@Wonder2143 shhhhh! I believe that this is confidential information protected by the International Confederation of Wizards, censored from Muggles. However, Agent Claus is not perfect and has unfortunately had to alter a few memories here and there when accidentally caught by Muggles, but all can be overlooked in the Yule cheer ;)
