I'm so sorry about your other account getting hacked, that is extremely unfortunate! :( if you change both your email and password, the hacker shouldn't be able to login anymore, and hopefully you can get your account back. If that doesn't work, try reporting it to wattpad! I've found that they are very prompt when addressed with a problem such as yours! Here is the link to report a problem if you need it:
