@Yurission You could have Uraraka, upon hearing Himiko's story, come to the realization—and discuss with Himiko—that she, like many others labeled "Villains," is neither a villain nor a monster; rather, she is a survivor in a cruel society. When considering the ethics and circumstances of her actions—especially early in her career, when she hunted people for sustenance—one must ask: who are the real monsters in this story? The answer is those in power—whether on the "right" or wrong side of the law (specifically those who do not act purely out of a need for survival, like AFO, Re-Destro, or Chisaki)—along with those who uphold the ruling class's heinous ideals and those who, despite witnessing the situation firsthand—often unlike the majority of the population—refuse to confront the real problems. They are the true monsters; they are the ones who oppress and kill people en masse. Therefore, the oppressed have every right to fight, by any means necessary, to survive and break free from their oppressors. And honestly, given that the Japanese government fails to provide legal protection, financial support in cases of abuse or abandonment, fair trials that consider an individual's biology regarding their "criminal" conduct, public awareness campaigns promoting humane treatment (including for mutants and the Quirkless), or even nutrition accessible and adequate for specific needs like Himiko's, it is her right as a person to seek sustenance however she can. Unfortunately, this includes killing innocent people to drink their blood; for if the government does not treat her justly, she has every right to fend for herself in order to survive. After all, the only thing the government offered her was unethical psychologists acting like doctors who promote "gay cures," forcing her into a life of starvation and mental instability simply because those who govern society—and the citizens who follow their oppressive ideals (her parents)—refuse to accept her existence.
