The scene takes place inside a private facility own by DARKCOM at a meeting room where two men had watched an add of DARKCOM and the news of Fairy Tail's battle with Devil Hand.
One of them was a slightly elderly man with gray hair (black in his youth) and brown eyes. He wears a blue two-piece suit, a white dress shirt with a red tie with five white stripes, black gloves and brown dress shoes. He is always seen sporting red-tinted glasses. He was William Baines, the Vice Chairman of the Magic Council and the head of DARKCOM.
Baines: You don't think it's a bit, heavy handed?
He turns his attention to the other who puffs out smoke from his cigar. He was a tall man with a pale complexion. His facial features include brown eyes and distinctive jet-black hair with a prominent widow's peak, accompanied by a Van Dyke-style mustache and beard. He was Arius von Enhrenberg, the head of Uroboros and founder of DARKCOM.
Arius: (chuckles) The most effective propaganda is the most obvious. The point isn't to convince people, it's to give them a feeling of unease, dread. The ideal customer.
