Born and raised among the Tooks, it was to be expected that Pippin Took, the youngest of the four in his immediate family and an only boy, would be as much trouble as any of those with adventuresome spirit, and Pip proved his family's suspicions right as soon as he could walk. If he wasn't running around knocking into things, he was swimming, if he wasn't swimming, he was pulling pranks or telling stories which were obviously made up - any Hobbit who'd been around the Tooks long enough would also be able to tell that Pip was never further than Hobbiton's market square, and he was usually accompanied by his cousin Merry and friends Frodo and Sam, who were able to verify that. No, what made Pip so troublesome was the amount of problems he seemed to cause, be it pilfering apples from any orchard he could sneak into, messing up flour set aside for bread dough, or upsetting the entire shed of tools his da just finished organizing. Only a small amount of that could be counted as innocent accidents.
