notice how Bobette says Sprout only ever hangs out with Cosmo and Ginger, it doesn't sound to me like he makes time for them both, he only spends time with Ginger when Cosmo is around

I think they both see each other as an extension of Cosmo. Sprout doesn't call her by her name and simply refers to her as "Cosmo's cousin", meanwhile Ginger doesn't get to spend time with Cosmo alone due to his codependent relationship with Sprout (Cosmo was practically made for him) so she's forced to hang out with him too
