Well, one way is that the number of reads on each chapter might increase by one. That means one person has read that chapter. Really, it doesn't say who exactly read the chapter, but if someone voted on a chapter, that means that they have probably read that chapter. But some people might read a book and like it but might not vote on it. It depends on the person.
