          I know this is a LOT of information to spill at one time, but I just need someone to talk to, because this happened a few times before, and happened today recently.

My brother keeps telling me to cover my chest when I'm with him. He says he's not staring, and that he "just notices them" because they "stick out". 
          
          -1) I'm kind of flat.
          -2) I'm pretty sure he's lying. 
          
          What do I do? It really makes me uncomfortable, because he has NO problem when I spend the entire day with no bra and no pants on. (I am wearing a shirt, because I need to maintain SOME decency.) Can someone talk to me about it? I'd really appreciate it.
