It's ironically one of my favorite scenes in the entire CW film, because Zemo confronts two things. One, the fact that despite how much the world sees the Avengers and other Enhanced individuals as something OTHER, Steve is just as flawed as everyone else. And two, the visuals between the two of them. Steve is in full uniform, he looks like a stolid statue, and glass/concrete separate him and Zemo. It's perfectly quiet symbolism that even though Zemo says he's just as flawed as everyone else, there's still this separation between normal humans like Zemo and Enhanced people like Steve.
