Just had a thought (big lover of HP fanfics, and I was reading an Oliver wood ff and he was friends with Percy Weasley and it went into more detail into his character. And I think I realised why he doesn’t fight for the order straight away (yes he is kinda warped by fear and power and knowledge etc) but he probably has no faith in Dumbledore. If you think about it, his family has always been in trouble in school and Dumbledore didn’t do anything. PS his younger brother has to complete these tasks and almost gets killed, in CoS his younger sister is kidnapped and his brother almost gets his memory wiped, in PoA his younger brother again lands in the hospital wing with a broken leg. And during all of this Percy is lead to believe that he could have done something because he was prefect/head boy but that’s a lie because his “power” in school had lead to nothing and Dumbledore didn’t stop his siblings getting hurt so why would he fight for a rebel group that not only goes against his beliefs in the ministry but is also lead by someone that he sees as careless with his families life. (Wow I thought way too much into this, give your opinions, I’m going to start speaking out more with stuff like this if I get a response)
