The premise of Surrogates was a bit interesting given that popular opinion vs facts on population changes is widely divergent. Many people assume that the world population is growing out of control. Actually, the population is predicted to peak and then taper off before stabilizing. 
          
          Decreases in infant/child mortality correlate with smaller family size (no need for the heir and a spare -or so). The ages of different population groups matter as well. 
          
          A large number of people old enough to be grandparents has less effect on population growth than a large number of adults of reproductive age. Increases in life expectancy worldwide mean that there are more (and older) elderly. 
          
          The real facts involve decreased births in many developed countries. In some areas births have dropped below replacement rate.
          
          I heard that even China has been rethinking their one child policy. (Which was not as universal as some assume). 
          
          Demographics drive history.
          
           Control of the population is a  dream of the totalitarian minded. Population control is only one aspect of that.
          
          You might be shocked at how relatively totalitarian even the US government has grown over the last century and a half. 
          
           I expect an effort to curb reproduction among the poor -who are expecting their neighbors to pay (via taxes) for raising their kids.
          
           Mandatory implants either for those on food stamps/government assistance (or a universal requirement). + Permission needed to remove it.
