/forgot to mention literally anywhere, but her name is discord. She currently works as a public safety devil hunter under makima (THIS IS PART 1 BASED!!)

at 14:27 the target sustained catastrophic damage.
            termination appeared imminent.
            
            before teemination could be completed, the target detached a portion of its body and escaped.
            the detached fragment entered the corpse of an unidentified civilian female.
            a fiend was subsequently created.
            at the time no surviving personnel immediately noticed.
            most attention remained focused on the original body.
            approximately forty-three seconds later hunter █████ spotted a horned woman running away from the scene.
            
            i observed the subject moving southbound.
            the fiend was: laughing loudly, covered in blood, possessing visible horns, running in the center of the road, making no effort whatsoever to conceal itself.
            
            the subject appeared extremely pleased with its own success.
            upon realizing the fiend's identity, surviving personnel initiated pursuit.
            the fiend looked back, observed the pursuit, and appeared genuinely confused.
            
            the fiend was apprehended approximately one block from the original engagement zone.
            resistance was minimal.
            
            the subject repeatedly claimed that its escape strategy had been flawless.
            it further claimed that humans should have mistaken it for an ordinary civilian.
            personnel attempted to explain that ordinary civilians do not possess horns.
            the subject disputed this point.
            the discussion continued for several minutes.
            no consensus was reached.
            the fiend was transferred into public safety custody.
            

at approximately 14:19, organized command ceased to exist.
            multiple squads opened fire on one another.
            
            contracted devils were deployed against fellow hunters.
            
            radio traffic became unusable.
            the majority of transmissions consisted of accusations, demands for verification, and threats.
            
            i ceased using radio communications after repeated claims that my voice was an imitation created by the target.
            
            at this point casualties increased significantly.
            the target suffered substantial injuries during the chaos, primarily from indiscriminate attacks directed toward anything moving.
            it is my belief that the devil became overconfident.
            
            instead of withdrawing, it remained within the combat zone and continued observing the breakdown while laughing maniacally.
            this allowed surviving personnel to locate and concentrate attacks against it.
