anyone know why when i'm trying to add quotation marks to a chapter's title, it says """ instead?

i'll add spaces between each character, but it changes it to:
            & q u o t ;

Question for anyone who knows this, if I'm going to make a cover for my story, is it allowed to have an AI create it for me? I heard something about they wouldn't allow certain covers for some reasons that I can't find. Is it okay to use AI for it?
