Bethesda probably wanted to replace the NCR with the Minutemen as the "main characters faction." Especially with what they did to Shady Sands.

Why did nobody save Sarutobi Hiruzen during Orochimaru's invasion of Konoha? They definitely could have found a way to break the formation that trapped the Third Hokage but nah they watched him get jumped. Was it because the villagers were tired of his bs with White Fang, the Uchiha, Naruto the son of Minato, and Hizashi Hyuga?
