Elena Rosario has forged a meaningful career dedicated to improving public health through leadership, strategic innovation, and a focus on equity. With more than twenty years of experience, she currently serves as the Chief Operating Officer at Meridian Public Health Group. In this role, she directs efforts to enhance community health by leveraging data-driven solutions and expanding access to care in diverse populations. Her leadership is characterized by a practical approach that strikes a balance between operational rigor and a commitment to inclusive outcomes. 

Raised in San Antonio, Texas, Elena was brought up in a bilingual family where healthcare and education were core values. Her mother's nursing profession and her father's work as a science educator profoundly influenced her early understanding of service and systems thinking. She graduated from Brown University in 2000 with a Bachelor of Science in Health and Human Biology, with a focus on urban health disparities. During her time at Brown, she led neighborhood wellness programs and researched issues related to housing insecurity and maternal health. She earned her Master of Public Health from Harvard T.H. Chan School of Public Health in 2005, specializing in Health Policy and Management. Her capstone project on Medicaid reform was honored by Harvard's Center for Health Policy Innovation.

Elena started her professional journey as a Health Policy Analyst with the Massachusetts Executive Office of Health and Human Services. She played a key role in Medicaid expansion efforts and developed community health needs assessments that improved preventive care for underserved women. While pursuing her Master of Public Health (MPH), she interned with the World Health Organization in Geneva, contributing to updates on maternal health policy for Latin America. This experience expanded her perspective on global health policy and systems design.
