you actually had an idea with the russian shit, remember? when like, they have some kind of their buisness, and they need to dind a  specific person, but to find that specific person and save their worker they need to deal with another one etc. yeah
          SOOOOO maybe you should do that with some pretty ass characters(depends if youre ready to create your own or youre going to write fanfictions only with official ships or whatever[like ruikasa or smth yk?])

          so, its future, cyberpunk(you coulc definitely write it with some ur fav ships like cmonnnn) 
          theres mc1 and mc2 ok
          the world has become a place where the technology is far away from what they expected and imagined - it is a lot better, and ofc, in the wrong hands could be the most dangeous shit
          the government is getting rid of all the technology in human's hands, allowing only the richest(for example) to use this kind of techonoly(and ofc the gov. itself)
          mc1 has its own place, where hes been buying this technology and hiding it before the law was official. hes hiding in his "corners" and once, meet mc2 in the middle of the gov. ppl 
          they take mcs2's technology, that hes been trying to hide with his best, but mc1 saves him and they go to his lab or whatever
          so, all the action basically starts from there, because to save mc2 mc1 killed a few gov. people just to run away
