@KaylaYG I told you, it's a blatant mockery of good-natured guys. The plot would work just fine without Peeta in it. Or Gale could have volunteered in place of Peeta, and you still get the whole "star crossed lovers" of D12 without Peeta.

@hypersonic_2047 I don't understand why the author decided to create this. The only logical idea is to a) make Gale the male tribute of the Hunger Games, which would seem too drastic and out of the odds or b) don't include a love line between Katniss and Gale.
