Let me explain this a bit;
Michael IS William's and Mrs. Afton's blood son, but Evan and Elizabeth aren't.
Evan and Liz were orphans that were abandoned by their father.
Mrs. Afton found them ABOUT to get murdered on the streets.
Mrs. Afton kind heart and soul couldn't leave them there, so he carried them up and ran home.
Right when they arrived, and opened up the door in a hurry, she let the kids get in first, and when she was about to enter, she was shot by the man who was about to kill the two siblings. She didn't make it. 
At the moment, Evan was 5 and Liz was 1.
Then, William NEVER adopted them, they lived in there as "illegal", having William ABUSING them 3, William never loved Michael neither, but he did love Mrs. Afton.
The abuse on Evan and Elizabeth started 2 years after that, being harder on Evan and Liz since William thought it was all their fault that Mrs. Afton died.
Years have passed, now, Michael is 15, evan is 13 and Elizabeth is 8.
This is the ages when the step-brothers started to develop feelings for eachother.
