I think that you're talking about Minarchism. It's a political philosophy that believes that the government should exist, but it should be very minimal. It's main job should be making sure that peoples' individual and economic rights are protected. Different minarchists may disagree on what the minimal state does, but most believe that the government should only be involved with the military, police and courts.
