Snowball is one of the pigs who helps lead the rebellion against Mr. Jones and initially promotes the ideals of Animalism. While he does assume a leadership role and enjoys some privileges, he genuinely tries to implement improvements for the animals, like the windmill project, and doesn't display overtly abusive behavior. He isn't shown mistreating the other animals or exploiting power in the same way Napoleon eventually does.
The phrase "the abused becomes the abuser" would more aptly describe characters like Napoleon, who, after overthrowing a tyrant (Mr. Jones), becomes a tyrant himself. Napoleon uses propaganda, fear, and violence to control the other animals — behaviors that mirror or even surpass the abuse they suffered under human rule.
In contrast, Snowball is driven out before he can consolidate power, so he never really becomes an abuser. If anything, he remains an idealist whose vision is corrupted by others.
