@JessicaJohnstonGmail in the show, rose came back to save the universe, not just to see the doctor again, so overall it doesn't really matter whether or not their relationship is romantic. but again, the doctor and rose will never be anything more than friends in this version of things. things will be different in this fic than they were in the show due to mj's presence. you'll just have to wait and see how things will unfold with mj around :)
