1) blue is an upper-year from house one, and we can assume that she’s been around for a while based on how well she seems to know enzo and his history at bedlam (her telling flora that he has been here the longest, and also blue being his “strongest soldier”). knowing enzo’s cautious nature, it’d take time for him to trust someone with important tasks in his house, and blue being responsible for those, and her occasional conversations with him, suggests that there is some sort of familiarity between them. back to the answer, it seems like the director sends off a few trusted upper-years (particularly from enzo’s house, cause they wore a navy uniform when flora was collected) to collect the recruits by deceit/manipulation, since they look young and friendly like them. if the amicable approach doesn’t work (it did on flora, who was desperate for a drink), given that the upper-years/retains are trained to fight, by sending them, the director ensures an effective capture nonetheless. blue’s high status in bedlam undoubtedly made her a good pick.
