You know, Espio's clan is one of the four clans in the the Dragon Kingdom, meaning that Espio is of the Shinobi clan and a citizen of the Dragon Kingdom by extension. The clans protect the Dragon Kingdom all while doing their own things within themselves 
          
          SHINOBI CLAN - Bride of Constant Vigil 
          
          YAGYU CLAN - Bride of Rich Nights (killed during the Iron Dominion take over, but don't worry, the Iron Queen was defeated later on. Although, I don't know if this clan has a new leader)
          
          RAJUI CLAN - Bride of Conquering Storm
          
          GOSSAMER CLAN - Bride of Endless Reach
          
          And the BRIDE OF FOUR KINGDOMS (aka, the Iron Queen, now defeated) is above them all (kind of like a president over it's governors). But just like a presidential system of government, each "state", the clans in this case, is autonomous whilst still referring to the head. Since the Iron Queen turned evil and was defeated, I don't know if they have a new supreme head ‍♀️
