@-Perceptive yes since the 19 yo is an adult and the 14 yo is barely a teenager it would be wrong even if both parties gave consent because they are at very different stages in their lives both physically and mentally. Also (in the U.S. At least) it would be statutory rape and the 19 yo could go to jail.
