Technically, Joker persona 5 has only broken one law, escaping from the police station. the assault charges were false/dropped, there's no laws against changing someone's heart or doing things in a cognitive world, the manslaughter had nothing to do with him, and was murder on Crow's part, and also he never broke any rules Sojiro gave him except escaping from the police station. He completely followed the law throughout his entire journey (except police station).
