Actually reclouring is where you CHANGE THE COLOUR of the character, thus the name recolouring. Others use the Sonic Characters merely as foundations or bases to work on. It's kind of the same with houses, all houses have foundations. So they've actually just used an Official Sonic Character as a foundation for their own.
