I got a villain idea.
His name is The Sorrower
He only has one power and it's more of a medical power. He strikes his victims with a gas toxin that triggers their bad memories. He uses this to mentally paralyze and trap the victim in their bad memories. We remember bad memories in greater detail than we do good memories. And his sorrow toxins would take us back to how we felt when these incidents occurred only more amplified and we are stuck in them, a sad memory could lead to death (people mourning someone close are 21 times more likely to suffer a heart attack)

Also it's pure nostalgia to Batman Begins. Scarecrow had his fear toxins, the Sorrower has his despair toxins. He could be a sidekick to Scarecrow or someone completely on his own. For backstory he'd have a really sad one just for an idea. He wants others to feel his sadness. So far so good of a story btw

Lily has her father abusing her and her mom, McKenna's death as bad memories. Bruce has his parents death as bad memories. (Bruce would probably suffer the most from this toxin) To snap out of this Alfred will have to come up with some powerful antidepressants, or they could give the Flash a call sense he is a chemist.
Also anger could snap a person out of this, anger is the stronger emotion. They need to steal FuroremT (furorem is the Latin word for anger. T=trigger) from the Sorrower. (He has it in case he ever gets a taste of his own medicine) It's a chemical that ignites the amygdala, which leads to the kidneys pumping out adrenaline, increasing blood flow and heart rate, as well as testosterone levels in the body making you scowl, talk louder and faster, creating a temporary superhuman. This would be a good little trick to have up your sleeve when taking on Batman. Once they steal it they'll be able to break out of his despair toxin and rage on him. But they shouldn't take to much because it could lead to heart disease. A condition the Sorrower suffers from taking to much of FuroremT.
