Neo headcanon: he takes pictures of friends because he knows how short their lives are. He gets sad thinking about all the friends he couldn't take pictures with. He can't create them because only they can capture a moment. He can't. 

Hey I'm gonna apologize for anyone who wants a female MC. I'll try to make one eventually but it doesn't feel right for me to do so currently. My MC's tend to be a projection for me, I can't help it. Some contain certain bits and only one is the full package (If anyone remembers Imagnus ((which will be back up soon after some revisions)) I'm talking about Neo) Sorry if this insults anyone.
