Hey so just to clarify... Mari lost control over her wolf and the wolf killed the "parents" of the small children, but they weren't the real parents. So Mari is now taking care of Kat and Sam because she feels guilty about the murders. As well, in my book (i was gonna go through this in the next chapter but ill tell you) when the wolves give birth they have to do it in wolf form, so the child is also born as a wolf, and when they turn five, that's when their wolves connect with them and explain what's going on with them.
