So, people like to joke about Oikawa being flat all of the time. In the show too. He constantly is being called flat. People might find it funny, but it's actually a form of sexual harassment. Sexual harassment comes in many different forms. One of these is making rude or inappropriate comments about someone's body. So you can say this falls under both categories. And this is why I try to avoid ever calling Oikawa flat. He is beautiful inside and out just the way he is. God didn't give him an ass because he's already too gorgeous. If he had a fat ass, we'd all be done for.
