mine was still two victors from each district but this time it would only be female tributes or male tributes in the arena

@v_gio525 i think the past victors of each district would be able to vote for their male and female tribute. Like, instead of pulling it out of a bowl, get together all the past (living) victors and get them to look over the population of the district (ages 12-18) and pick good candidates and then they're the tributes.
