Valerie is Bloom's 23-year old sister. Not biological of course, seeing as Bloom herself is a changeling. Not that the girls know that yet.
Valerie knows about Bloom's powers and tries to help her. Unfortunately, she isn't much of a help because of her lack of powers but at least she's trying. When Farah Dowling finds the girls, she invites Bloom to Alfea. She also allows Valerie to join her sister in dropping her off so she can see the school and see with her own eyes that Bloom will be safe there.
While there, Valerie catches the eye of headmaster Silva who has been looking for her for a long, long time.
