Spider-Man has to find one of his foes and bring him back to his dimension. Question is, how will he do that when it's illegal to be a superhero without a license?

Spider-Man and Doctor Octopus were fighting in the doctor's underground laboratory due to Spider-Man intercepting info of a new plan Doctor Octopus had. Unknown to Spider-Man, Doc Ock had a plan not to harm others, but to save himself. Spider-Man was caught off guard by falling debris during the battle, and Doc Ock took this as his chance saw his only opportunity for salvation. Doc Ock took a blaster-like apparatus he worked on to originally use it to defeat Spider-Man and used it to keep him at bay.
The Weapon

Doc Ock: Stay put Spider-Man, the effects of my weapon have weakened you for an hour. Sadly, it takes 15 minutes to recharge. If you dare attack me again you will stand no chance against my wrath
Spider-Man: You really gonna let your old buddie die?
Spider-Man tries to lift the debris off of him, but feels like most of his strength has been drained from him, making him unable to lift the debris
Doc Ock went into a chamber called the Rebirth Station and began his salvation. Unknown to Spider-Man, Doc Ock was giving himself an upgraded body, one that would bless his new life and not remind him of the cursed one he lived before. After the deed was done, Doc Ock came out of the chamber
Doc Ock: Finally, a chance of salvation! I will not waste this opportunity! I may as well be a super-soldier with this body! It may not be like yours Spider-Man, but it will most definitely be more than enough to fulfill the task at hand!
Spider-Man (Recovering): What task!!? . . . I wanna know!!?
Doc Ock: You see Spider-Man, I've longed for a new beginning, one where I don't have to lower myself to becoming a villain but by becoming a man of tomorrow!! Problem is, I cannot start fresh in this world because of my haunting past, so I must travel to a new world for my rebirth as a new man!
Spider-Man (Stuck): You can't possibly do that without creating a giant portal though!? You can't just make one!? I mean you've got a big head, but not that big of one!!
Suddenly, a giant machine the size of a small house comes up from the ground, and suddenly, a portal to another dimension was opened
Spider-Man: I stand corrected
Doc Ock: You see, only a man with the brain of a bug would question my intellect! Anyways, it's time to fulfill my destiny!
Spider-Man: Are you seriously going without a seat belt?
Doc Ock gathers his research, a container with red viscous fluid, the weapon used against the wall-crawler, and some stolen gemstones and puts them in suitcases. Before Doc Ock departs, he looks at Spider-Man and says one last thing to him
Doc Ock: So long Spider-Man! Don't plan on following me! If you do, the next time we meet, I will not have mercy on you like today
Just like the portal suddenly opened, it vanishes away
