Sarutobi Hiruzen was old. He was tired to lead the village but he has to.
He made a hard decision by saying that the child of the fourth hokage and his wife had died with them and so does the Kyuubi who attacked them.
He made sure to instruct Jiraiya and Tsunade to get the child out of the village immediately so that she can be safe without Danzo and his men lurking on the child.
He also assured Kakashi and Rin about the news so that they'll not burden themselves with the loss of their senseis daughter.
He did it for their safety so when Naruto visited the village for the first time when she was three, he was shock when she came back with a red haired child, and the said child also happened to be the one-tailed beast's jinchuriki.
Jiraiya and Tsunade assured the old hokage that Sunagakure were treating the child as a shit so they took Gaara. And they made sure to train Gaara some basics while they continued training Naruto. Both jinchurikis were smart for their own age and was titled as a prodigy.
When both Naruto and Gaara turned 6 they were left in Konoha and live with Kakashi and Rin because they're getting older and Jiraiya and Tsunade was sent on long term dangerous missions.

"Naru-chan, Gaa-chan, this is Kakashi and Rin, your father, Minato's old students." Jiraiya introduced the two ninjas to his goddaughter and friend.
"Hi Naru-chan, Gaa-chan. I'm Rin you can call me Rin nee-chan." said the beautiful kunoichi.
The two kids were shy so they blushed but managed to smile.
"Rin nee-chan! I am Namikaze-Uzumaki Naruto, dattebayo! And this is Uzumaki Gaara!" exclaimed Naruto while introducing herself and Gaara to the woman infront of her.
The people who were watching the scene was filled with love and warm. Naruto has that aura that makes people feel warm and ease their worries. It makes Gaara calm too.
Gaara being they shy kid she is. She just smiled and waved her hands cutely.
Kakashi just watched them and was found in an awkward position when Rin looked at him.
"Yo!" said Kakashi waving his hands and eye-smiled. Rin just sighed at her lovers tactics.
Naruto beamed at the man and Gaara just nodded at the man and smiled.
Naruto knew Kakashi because her parents told her stories about him.
"Kaa-chan and tou-san told me about the two of you!" exclaimed Naruto. Both Kakashi and Rin was taken aback by the statement of the child.
They looked at Jiraiya and Tsunade also Hiruzen for explanations. And they give them a look that says that they'll explain later.
Rin smiled, "Wow, will you tell us what they told you?" Naruto nodded and on queue Naruto talked and talked continuously to Rin.
Kakashi then went to Jiraiya and the others for an explanation.
"When we went to the ruins of Uzushiogakure, Naruto found out about her tenant and came across with the seal. Then the chakra of Minato and Kushina that was also sealed within Naruto and for a while she was taught by her parents jutsu's and told her stories, of course they mentioned the two of you with Obito. The two were happy according to the stories of Naruto. They met at her mindscape and will also appear when she trains with the Kyuubi's power. It was decided that when Naruto became a chunin she and Gaara would train their tailed beasts. We found Gaara when we were traveling to Uzushio, she's shy at first so be soft with her." narrated Tsunade.
