My oh my, where do we begin with this beautiful hot mess? Especially the Deva Path, holy fuck.
As he is, even in his crippled and emaciated state that he was stuck with for the remainder of his adult life, Nagato is simply precious. However, there seems to be a lot of debate over whether his best friend was better looking as a Path of Pain or when he was alive. But I'm not going to get into that so as to hopefully prevent a war from waging in the comments.
Not to mention that having the Rinnegan made him an immensely powerful foe who didn't meet defeat very often in the series. At least, as far as it goes for that battles that we get to see. With all of the incredible abilities that come with holding the most noble of the three great visual jutsu, he could very well be one of the most powerful characters known. Who would've thought that you could be so strong by having a fancy pair of blinkers?
Plus, even with the knowledge sent back to the Leaf in the defeat of Jiraiya, Naruto really had to work his way around the shared vision the Paths had access to in order to protect their blind spots. Even losing his first Animal Path didn't stop Nagato from going in guns blazing.
Overall, Pein is an awesome and very unique character with an interesting background and one of the best villain designs I've ever seen. But I took off half a point for him going a little overkill on the god complex.
