Fallon Forbes never thought that the torch of Lady Liberty would be passed on to someone else, much less to her. But after the loss of America's first two super soldier heroes, the government decides that it would be best to replace them.
Meanwhile, Sam Wilson and Bucky Barnes reunite to not only discuss how the government tainted their old friends' legacies, but to track down a rebel organization that poses as an unknown threat. So imagine their vexation when they find out that the new Captain America and Lady Liberty are on the same mission, and that they may have no other choice but to join forces with the newbies.
As Bucky struggles to recover from the darkness of his past and the loss of the two people he loved most, Fallon longs to prove that she's deserving of the title and that she's more than just Lady Liberty's ghost.
