#1) Todoroki is a spy for the government that has a partnership with Izuku. The two had grown close over the few years working together. Todoroki had grown a deeper affection for Izuku and wasn't sure how to tell him or how to properly express it without making it sound off. The two were soon assigned to a case that has a sense of having a drug bust involved. The two went in and soon were in a shootout. A bullet was shot in Izuku's direction and Todoroki took the hit for the green haired male.
#2) Izuku was on a case that required a spy to be involved. Todoroki was called in to help out and get insider info about this drug operation. They began their partnership in this mission and the two started gaining feelings as they both found elements they found attractive or found compatible. They then get into a dangerous situation where Todoroki had gained a stalker and someone that now felt entitled to him in the gang. Which Todorokiu has to guide his way through and not have them realize he's apart of law enforcement. Izuku was now growing protective.
