The day Luffy gave up on being a pirate, it was surprisingly easy to let go of his dream. There was his freedom at stake. There was the promise he made to Shanks and the hat he wore as a reminder. There was the brothers he had to leave behind and abandon. The fantasies and hard work he put in to one day become a pirate and have his own crew.
Despite all that, he never had a second thought. He left them just like that and travelled - with his Grandpa - to a place he would train in to be a Marine. The best thing was - out of this sad excuse of a story - Luffy didn't get a chance to say goodbye. It was as quick as the decision to become a Marine.
Ironic as it was, Garp was upset with Luffy. The man wanted him to shape up to be a righteous Marine, but the methods he used was questionable. Yet, the guy was angered by Luffy. Albeit, it was understandle. Garp wamted him to be a good Marine - unlike most. And one of the number one morals was never to abandon your family in such a way as he did.
"Who cares!? Leave me alone, this is what you wanted!" Luffy had rebuked at his Grandpa's scoldings. After that ordeal, Garp left it alone. After all, it was partly his fault for Luffy's quick decision in the first place. He knew the truth of the matter and the word 'abandon' was not it. There was more to it. But Garp was still upset that he didn't even bother with telling them anything - not even a note.
Then again, this was Luffy we were talking about.
He only wondered what had become of those two brothers. Ace and Sabo must be in shock.
Fine, he would try to visit them sooner to tell them Luffy wasn't simply dead.
And he would never come back.

Life wasn't boring as a Marine, because there was plenty of Pirates and criminals here and there. Not to mention some paperwork too, but Luffy rarely done those. And he sure was thankful for that. He made sure he would be on the frontlines, at least. It would be fun that way. The best way to kill time and put his pent up emotions to use. He could let loose in the battle field and test his skills against some pirates and some guys who were just messing around with some people around.
The admiral he worked under didn't quite do anything either, but got mad at him - a Vice-Admiral - for causing a scene and breaking things. Collateral damage that wasn't necessary, he said in his weird, accent-rich, voice. Yes, Luffy ranked as high as a Vice-Admiral. His superior was a strong and trustworthy Marine, Admiral Jeffrey.
So trustworthy that Garp entrusted Luffy with him. Though, the problem was Admiral Jeffrey--
"My name is Jeff!"
He was always shouting that phrase when people called him Admiral Jeffre--
"My name is Jeff!"
I didn't even call you tha--
"My name is Jeff!"
Anyway, the higher-ups were always annoyed and got quite sick of his constant shouting. Whether he was Jeff or Jeffrey, no-one really knew. It was a mystery. Perhaps he had an identity crisis of some kind or was a more forceful Tsuyu. Nobody knew.
"Admiral!" Luffy looked at the Marine, saluting at them. Admiral Jeffr... Jeff only watched the sweaty man silently with a solemn expression. Vice-Admiral Monkey D Luffy lifted himself from the coaches seat, "What is it?"
"There's been a serious attack. It's a dangerous Pirate on the lose! A group of Marines are requesting back-up! Should we send some men, sir?"
Luffy glanced at Admiral Jeffrey/Jeff. He wanted to badly be the one to go. He was itching for some action. There was only so long the young Vice-Admiral could take od the office environment. It's so boring! He interanally whined. "I will--" He wanted to volunteer, but he was interrupted.
"No need. I will personally take care of this dangerous Pirate. Prepare a group to take care of tge injured."
"Yes, sir, Admiral Jeffrey!"
His eyes went wide in a dramatic manner. And he shouted in his weird accent: "My name is Jeff!"
Give it a rest already. Luffy thought, looking away with a stone-face.

The Admiral arrived to fight the notorious monster of a pirate. The pirate that he could sense needed to be dealt with personally by the short descriptions. This pirate was dangerous, indeed.
His shoes hit the dirt floor harshly. The troublesome pirate right in front of him. Deep down, looking at the monster face-to-face again, he knew he might not come out alive for the next day. It was the reason he told his young Vice-Admiral Luffy to stay and hold the fort.
"Admiral, nice to see you again." His voice boomed across the messed-up setting. Many Marines bleeding and dying.
"Ah," he ignored his sickening grin, "we meet at last, Captain Blackbutt."
"Let's settle this!" They attacked each other and fought relentlessly. Until, the battle ended with a sword peirced into Jeff's gut. He let out a scream of agony, but over that was insanity filled laughter. Jeff fell to the floor after Blackbutt roughly pulled his sword out.
"Admiral Jeffrey!" His comrades gathered around the fallen Admiral. He coughed and everything ached all over. Tears formed on the sullen Marines.
He coughed in between each word, "My name... is Jeff."
Those were his last words.
"Sir!" Everyone sobbed and wailed in the battlefield.

"I'm afriad I have bad news, Vice-Admiral Luffy," Sengoku said, head lowered. He expressed pain and the mood was dampened in blue.
Luffy awaited the man's words.
"It seems tragic struck. Admiral Jeffrey has died in a relentless fight with," he paused, "Captain Blackbutt."
Luffy's eyes widened. I knew I should've gone with him. The brunette frowned. "No," was all he said.
Then, there was silence as they mourned the Admiral's death.
"So, yeah, you're Admiral now."
"Okay."
