We say "I love you" to a person not because we just want to hear them saying it back; but we're saying it so that 'that' person knows that you love them, and saying "I love you" comes with a lot of meanings such as "I'm just here" , "you always have my support" , "I care about you" , "I accept what and who you are" , and such.
