General winter is a hallucination of Russia's due to the fact that Russia's mental stability is significantly lower than most nations.

The reason General Winter cannot hurt nations who have been raised in the cold is because Russia sees them as people like him

People with warmer climate he envies

Though what this " General Winter" really does is give Russia this like burst of energy and all of his attacks are with his bare hands
