Growing up Bakugou was not the kindest to Midoriya(Deku). After middle school Deku had given up on the hero dream and ran away not to be found. When Bakugou caught wind of that he completely changed but still went to UA.
As with the pro heroes they caught villains on a daily basis and locked them up but when they caught a specific group of villains they didn't put them away in jail instead they came up with a whole program just for them 'The Villain Rehabilitation Program' or 'Villain Rehab' for short.
Villain Rehab was a program where they took villains of a specific age range and put them in UA classes with UA students. Depending on the power and potential of the villain would determine which classes they would be put in.
The first ones to try this program out all got sent to the hero course class 1-A and that's how this story begins the hero students face to face with the Villain Rehab students.
